Civil War Union Brevet Brigadier General. He was the son of a professor at the United States Military Academy at West Point, New York, and was born on the post. When the Civil War began he was a member of the 7th New York State Militia, and in May 1861 he was commissioned into the 5th New York Volunteer Infantry(know as "Duryee's Zouaves"). Appointed Captain and commander of Company I, his term with the unit would be brief, for in August 1861 he was commissioned as a Captain in the 12th United States Regular Infantry regiment. He would spend the next year in recruitment and mustering duties in Vermont, Maine, and New York. In in September 1862 he was commissioned Lieutenant Colonel of the 150th New York Volunteer Infantry. He would serve in the June-July 1863 Gettysburg Campaign, and then in operations around Nashville and Chattanooga, Tennessee. in August 1864 he was commissioned as Colonel and commander of the 119th United States Colored Infantry, and served in the Kentucky theater of operations. He was brevetted Brigadier General, US Volunteers on March 13, 1865 for "gallant and meritorious services during the war". He was mustered out the Volunteers service on April 27, 1866, and reverted back to his Regular Army rank of Captain. He would serve the next 30 years in the Army, retiring with the rank of Colonel in 1896. He was the older brother of Union Brevet Brigadier General William Chambers Bartlett.
