Dr. Joel H. Cooper was born in Windsor County, Vermont on April 20, 1821. He attended Wesleyan University at Middletown, Connecticut, after which he studied medicine with Dr. Jesse Carr Mills.In 1844 he moved west, first to Illinois. The next year he removed to Spring Prairie,Walworth County, where he practiced medicine and kept a drugstore, and was elected to the Legislature in 1852. He then moved to Burlington, where he was active in public affairs. In 1861 he was appointed postmaster at Burlington by President Lincoln, and held the office until 1874. In 1848 he was married to Persis E. Allen, a niece of Dr. Mills. They raised a family of five children: Henry A. Cooper, elected to represent the First Wisconsin District in Congress in 1892, Florence Cooper (Hall);Mary Elizabeth Cooper (Perkins);Alice Jeannette Cooper; and Evelyn Allen Cooper (Watts-Johnson).
