The son of the late James Wiley Scruggs, Sr. and the late Carrie Mae Kelly Scruggs, he was born in Iuka. He was a retired sign maker and was a member of Markett Baptist Church in Moody,AL. He was a World War II veteran having served in the United States Navy.
Survivors include his wife, Sue Thompson Scruggs of Houston; one daughter, Debbie Tollison of Hernando; two sisters, Al Anglin and Natlie Berry, both of Houston; one brother Thomas Hercul Scruggs of Raymond and one granddaughter.
Pallbearers were Gregg Pepper, E. C. Carson, Todd Phillips, Rickey Rowe, Tommy Berry and Wade Mitchell.
