Daughter of Regina Riberdy and George Bourque, Cecile was born and educated in Lawrence, MA. She married Emile W. Rines and together the couple brought up three children.

Cecile lived on Newton Street before moving to California in 1990. She attended Sacred Heart School in South Lawrence, and was active in the Greater Lawrence Retarded Association and innumerable other charitable organizations

Cecile was the owner of Cecile's Fish and Chips, at the corner of Howard and Platt Streets in Lawrence for more than 20 years. She also was foster mother to many children in the city. Her greatest priorities were her family and friends.
