Elizabeth "Bessie" (Vail) Billings was the daughter of Henry Hobart and Minerva Elizabeth (Hewitt) Vail. She was the 1st wife of Franklin Swift Billings. They were married July 12, 1892. Gertrude Freeman (Curtis) Todd Billings was his 2nd wife. They were married in 1919 and she died January 29, 1964. He served as Governor of Vermont 1925-1927.

Bessie (Vail) Billings, on the thirtieth of October 1917, died in her Woodstock home after months of great suffering. She entered Wellesley in the Fall of 1887 and was a student there for two years. Although she did not remain for the full course, she was beloved by teachers and classmates for her quiet strength and rare nature. She married in 1892. In 1903 she lost her second child, an only son, and met her sorrow with fortitude and self-forgetfulness. From that time on she was not really strong, and about two years ago became an invalid.
