Charles was the son of Berry and Penelope Blessing Carter. He was the husband of the former Sarah Hawn, who died in 1932. He was survived by children William, Christian, Charles, Jacob, Timothy, Wilson and Edward Carter, Lillie Lookinbill, Anna Shepherd, Charlotte Rowe, Nellie Rahn and Mary Stipp, many grandchildren and great-grandchildren, and siblings Edward Carter and Kate Rice.
Charles moved to Molers Cross Roads with his parents as a boy. He remained there the rest of his life and made his living as a farmer. His death was quite sudden, his obituary stating that "he had been in apparent good health earlier in the day and had driven his automobile during the afternoon."
