21st Illinois Governor. He served as Governor of Illinois from 1897 to 1901. During the Civil War he enlisted in the Union Army, and served in the 98th Illinois Volunteer Infantry in 1863. In 1880 he was elected State Senator and later served as State Treasurer and then Assistant United States Treasurer.
