US Congressman. He attended the University of Chicago and worked in a steel plant before beginning a career in the newspaper business, serving as City Editor and Editor of Chicago's "Daily Calumet" from 1907 to 1927. In 1927 Rowan was elected to the Chicago Board of Aldermen, where he served from 1927 to 1942. In 1942 Rowan was the successful Democratic candidate for a seat in the US House of Representatives and served two terms, 1943 to 1947. He was an unsuccessful candidate for reelection in 1946, and at the completion of his term he was appointed US Collector of Customs in Chicago, where he served until 1953. After leaving the Customs office Rowan lived in retirement in Chicago. Rowan Park on Chicago's South Avenue L is named for him.
