United States Army Brigadier General. Born in St. Augustine, Florida, he graduated third in his class from the United States Military Academy on July 1, 1849. He was noted in US Military history for his progressive development of cartridge cases and primer design, which contributed greatly to the early success of the Gatling gun and other manually operated machine guns. In 1874, he was appointed the eighth US Army Chief of Ordnance, a position which he held until he retired as a Brigadier General on January 22, 1891. He also wrote a book on electro-ballistic machines and well-known poet Stephen Vincent Benet, was his grandson. In 1970, he was posthumously inducted into the Ordnance Corps Hall of Fame.
