Daughter of Samuel Phelps & Sarah Tooby. She was christened and married under the given name "Anne."

Her obituary was published in the Wayne County Herald dated 25 Feb 1892 as follows:

Mrs. Ann H. Phelps, relict of John James, and mother of John James, of our borough, died at the home of her son-in-law, J. V. Blake, near Bethany, on Wednesday, the 17th inst., at the ripe old age of ninety-four [sic]. She was born at Hardwicke, Gloucester, England, July 14, 1798, and was married to John James in 1828 [sic]. After living twenty-four years at Quedgeley, England, they emigrated to America. The first year was spent at Honesdale, the second in Cherry Ridge, after which the family removed to Salem, where Mr. James died, May 10, 1872. Ten children blessed the union, six of whom are living. William, one of the sons, died at Westboro, Wis., leaving a wife and three sons. The surviving members of the family are Mrs. J. V. Blake, of Bethany; Anna [sic], wife of John Fitze, of Westboro, Wis.; John P. James, of Honesdale; Fannie, wife of C. C. Palmer, formerly of Mt. Pleasant, now of Racine, Wis.; Henry of Lowell, Washington, and Frederick, of Lanesboro, Susquehanna county. The remains were interred from the Episcopal church, of Salem, on Saturday last, Rev. Mr. Hall, of Grace church, officiating.
