Zachariah Pennington Bugg (February 22, 1832 – April 20, 1887) served as Hays County Sheriff on two separate occasions. First term June 1858 – July 1860 and second term November 1872 – September 1874. Sheriff Bugg was born in Giles County, Tennessee. Sheriff Bugg moved to Texas and served in the Texas Mounted Volunteers from 1854 to 1861. Sheriff Bugg was first sheriff of Hays County when he was approximately 25 years old. He married Emma J. Davis (daughter of H.W. and L.B. Davis) who was part of the Pitts family. Sheriff Bugg served as a Second Lieutenant in Company H, 23rd Regiment of the Texas Cavalry and in Texas' McCulloch's 1st Cavalry, Company D in the Army of the Confederate States of America during the American Civil War. His most famous descendant is probably Robert Redford.

Sheriff Bugg passed away on April 20, 1887 and was interred in the Pitts Cemetery in San Marcos, Hays County, Texas.
