U.S. Congressman, Michigan Governor. Moving to Michigan in 1848, he engaged in agricultural pursuits and was chairman of the board of supervisors of Lapeer County (1869-72). In addition, he was a delegate to the Republican State conventions in 1873, a member of the Michigan State House of Representatives, (1873-81) and member of the Michigan State Senate, in 1881. He was elected as a Republican to the Forty-seventh Congress to fill the vacancy caused by the resignation of Omar D. Conger, serving 1881-83. An unsuccessful candidate for reelection, he served as Michigan State railroad commissioner (1887-91). In 1893, he was elected as a Republican the 23rd Governor of Michigan, serving until 1897. During his two terms, a railroad strike and a iron mine strike were resolved. Also, three members of the State Canvassing Board were ousted from office for falsifying phony returns on a salary raise vote for state officeholders. After leaving office, he served as a U.S. collector of customs, (1898-06), served as the Michigan State Treasurer (1908-09) and was the collector of customs at Port Huron, Michigan (1908-13).
