Richard was the son of Samuel Smith who immigrated from England.His mother was Elizabeth Lovett.Richard had a brother Samuel and a sister Mary. His father remarried when Richards' mother passed away to a Dorothy Gyles and she had Richards'half brother John. Richard married Abigail Rapier and they had six children. Richard owned many vessels and was a member of the Provincial Assembly for nearly 20 years. Richard remarried when Abigail passed away to Jane Kirkbride. His son, Richard Rodman Smith was a congressman.
