U.S. Congressman. He graduated from Oxford College in 1886, from the law department of the University of Alabama, in 1888, was admitted to the bar and practiced law in Cleburne County, Alabama. He was a high school principal, city school superintendent, college president (1888-98) and a member of the Alabama State Senate, (1896-98). In addition, he was Alabama State superintendent of education, (1898-1902), president of the University of Alabama, (1902-11), president of the Southern Educational Association (1906-07) and president of the Alabama Association of Colleges, (1908-12). In 1913, he was elected as a Democrat to the Sixty-third and Sixty-fourth Congresses, serving until 1917. Not a candidate for reelection, he served as Acting Secretary in the United States Department of Labor, (1918-20) and was elected Alabama State superintendent of education, serving (1920-27). He then lived in retirement until his death at age 74.
