U.S. Congressman. He moved to New Jersey in 1798 and became a merchant, shipbuilder and landowner in Port Elizabeth. He was a judge of the court of common pleas, (1813-15), a member of the New Jersey State General Assembly, (1814-15) and Postmaster of Port Elizabeth, (1818-33). In 1833, he was elected as a Jacksonian to the Twenty-third and Twenty-fourth Congresses, serving until 1837. After his term, he was again Postmaster of Port Elizabeth, (1846-49) and the founder of Port Elizabeth Library and Academy. He died at age 74 in Port Elizabeth, New Jersey.
