He served as a Georgia superior court judge before being elected to the Georgia State Senate and the Georgia House of Representatives. He was then elected to represent Georgia's 7th District in the United States House of Representatives, serving from 1892 to 1905. In 1907, he was elected mayor of the city of Rome, Georgia.
