U.S. Congressman. He graduated from Healdsburg College in 1885, studied law, was admitted to the bar in 1893 and commenced to practice law in Fresno, California. He was district attorney of Fresno County, (1907-13) and a delegate to the Democratic National Convention in 1916. In 1913, he was elected as a Democrat to the Sixty-third, Sixty-fourth, and Sixty-fifth Congresses, serving until 1919. Not a candidate for re-nomination, he resumed the practice of law and served as a superior judge of Fresno County, (1924-30). He was again elected as a Democrat to the Seventy-third Congress and served (1933-35). After his term, he practiced law until his death at age 89.
