I believe this is Jennie L. Roberg Sauer.

There is only one Sauer family in the Fish Lake area US Census records – this family shows up in 1920 with four sons:

1920 US Federal Census, Fish Lake Township, Chisago, Minnesota, ED 20, p. 13 -

William Sauers (33, head), Jennie (wife, 35), George (son, 14), Wilber (son, 7), Allan (son, 4), and Willie (son, 2). They owned their farm, free of mortgage. William and Jennie were born in Illinois. The children were born in Minnesota. William's father was born in Germany, and his mother in New Jersey. Jennie's parents were born in Sweden. William was a general farmer, working on his own account, farm #124 in the farm schedule.

I didn't find them in the 1910 census, but according to their children's birth index records, they were in Chisago County by the time of Wilbur Sauer's birth in 1912. The birth index records for their sons list their mother's maiden name as Roberg, so I was able to find Jennie still living with her parents, Robert and Annie Roberg, in Chicago, Illinois in 1900.

1900 US Federal Census, Chicago Ward 23, Cook, Illinois, ED 700, p. 3. -
Robert Roberg (head, b. Oct 1841 in Sweden, 59), Annie (wife, b. Feb 1848 in Sweden, 52), Emma (daughter, b. May 1882 in Illinois, 18), Jennie (daughter, b. Mar. 1884 in Illinois, 16), Frank (son, b. April 1887 in Illinois, 13), and Albert (son, b. Dec 1892 in Illinois, 7), Godfrey S. Nelson (roomer, b. Feb 1878 in Sweden, 22) and Pontius F. Brand (roomer, b. July 1877 in Sweden, 22). Robert and Annie were married 36 years. She had 8 children, 6 living at the time of the census. Robert was a Sailor, Emma and Jennie were laborers at a feed store, and the roomers worked as clerks. Robert immigrated in 1865 and Annie in 1868. They rented their home at 90 Townsend Street.

The MN Death Certificate Index includes Jennie L. Sauer, date of death: Jan 27, 1921 in Chisago County.

This is a few weeks different from the cemetery transcription, but they may have recorded it as 2 instead of 27, or it may be incorrect. Her birth date on the transcription is consistent with the 1900 census (March 1884).

The Sauer Family:

I did some additional research and found the MN Death Index record and a Marriage Application:

MN Marriage Index record:
CHISAGO County, MN
Certid# 1I152
8-Nov-1911
Groom: SAUER, William J
Bride: HOLM, Jennie L

MN Death Index record:
SAUER, JENNIE L.
certid# 1921-MN-002186
Date of Death: 27 Jan 1921
County of Death: CHISAGO

The above marriage index record with the Bride's surname listed as HOLM suggests a previous marriage or some other circumstance. This name is also listed on the first son, George's birth index record as the mother's maiden surname. I looked but did not find a MN marriage index record for a Groom HOLM and Bride ROBERG union. She was born in Illinois and that will be another source to investigate.

This HOLM surname was the missing link needed to find the Minnesota birth record for Jennie's first son, George Robert HOLM. He was born in MN in 1905 and that record helps to confirm her to be living in this area at that time.

I am still working on filling in missing pieces of her earlier life.
