U.S. Congressman. He studied law, was admitted to the bar in 1860, commenced to practice law in Lockport, New York, was Lockport City Attorney, (1865-66) and admitted to practice before the Supreme Court of the United States, in 1865. He was a member of the New York State Senate, (1866-70) and was appointed by President Grant United States District Attorney for the northern district of New York, serving (1871-79). In 1879, he was elected as a Republican to the Forty-sixth and Forty-seventh Congresses, serving until 1883. An unsuccessful candidate for election, he resumed the practice of law and in 1896, was appointed by Governor Morton as counsel for the State of New York in Civil War claims cases, serving until his death at age 71.
