U.S. Congressman. He was the son of Civil War Union Colonel Peter A. Porter, who was killed in action. Taught by private teachers as a child, he attended St. Paul’s Schools New Hampshire, (1865-71, graduated from Yale College in 1874, then engaged in banking and was a landowner. He was president of Niagara Falls, New York, in 1878 and a member of the New York State Assembly, (1886-87). In 1907, he was elected as an Independent Republican to the Sixtieth Congress, serving until 1909. Declining to be a candidate for re-nomination, he engaged in the study and writing of history of the Niagara, New York.
