US Congressman. Born in Cape Breton Island, Nova Scotia, he moved to Kansas in 1867 and took up farming near the town of Walnut. He graduated from Baker University in 1888, was admitted to the bar in 1889 and commenced to practice law in Pittsburg, Kansas. In 1903, he was elected as a Republican to the Fifty-eighth and to the next nine succeeding Congresses, serving until 1923. Unable to capture a re-nomination, he left politics established a law office in Washington, D.C. and practiced there until his death at age 79.
