Jessica E. Grimm was born November 9, 1914 in Clear Lake, Iowa (Cerro Gordo County), daughter of Elmer Sylvester Grimm and Jessica C. Sutter.

In 1920, Jessica, age 5, was living in Clear Lake, Iowa (Cerro Gordo County), with her father, a stock dealer in stockyards, age 47, born in Illinois; and her mother, age 30, born in Illinois; and two siblings: Elmer S., age 7, born in Iowa; and Elisabeth, age 2 years 6 months, born in Iowa. Also living in the household was Jessica's mother's sister, Mary Souter, age 17, born in Illinois; and Elmer's son, Gilbert, age 18, born in Illinois.

In 1930, Jessica, age 15, was living in Pierce, Illinois (DeKalb County) with her father, a farmer, age 57, and her mother, age 41; and two siblings: Elmer, age 16; and Elizabeth N., age 12.

On August 11, 1937, in Crown Point, Indiana (Lake County), Jessica married Roy Joseph Turner, who was born November 7, 1894 in Kendrick, Oklahoma (Lincoln County), son of Reason Turner and Etta Louise Rogers. Jessica and Roy adopted twins: Betty Juanita and Roy William.

Roy had served as a Private in the U.S. Army in World War I, and subsequently sold real estate. By 1928, he had become an independent oil producer. In 1933, he established the Turner Ranch at Sulphur, but he maintained a residence in Oklahoma City where he served on the Board of Education from 1939 to 1946. He was elected Governor of Oklahoma, serving from January 1947, to January 1951. After he left office, he and Jessica lived in Oklahoma City until their deaths.

Roy died June 11, 1973, in Oklahoma City, and was buried there in Rose Hill Burial Park. Jessica died March 2, 1981, in Oklahoma City and was buried beside her husband.
