US Senator. He served as Lieutenant Governor of Rhode Island prior to the Civil War, and was a member of the 1861 Peace Convention that attempted to stave off the impending conflict. He facilitated the raising of a 3-month enlistment Light Artillery Battery for the Union Army, which he led until it was mustered into Federal service under Captain (and later Brevet Brigadier General) Charles H. Tompkins. He served on the staff of Governor William Sprauge with the rank of Colonel until he was elected as a Senator from Rhode Island to the United States Senate to fill the vacancy caused by the resignation of Senator James F. Simmons, serving from December 1862 to March 1863. He later became a prominent Rhode Island Historian, and served as President of the Rhode Island Historical Society from 1868 to 1880.
