US Congressman. Born in Smallthorne, Staffordshire, England, he emigrated to the United States with his family in 1881 and settled in Youngstown, Ohio. There he began work in local steel mills in 1885, entered the employment of the Pennsylvania Railroad Company in 1896, where he was a locomotive fireman (1896-1900) and as an engineer, (1900-15). He was a delegate to the Republican State convention in 1910 and member of the Ohio State House of Representatives, (1910-12). In 1915, he was elected as a Republican to the Sixty-fourth and to the next ten succeeding Congresses, serving until 1937. An unsuccessful candidate for reelection, he served as chairman of the Board of Claims Ohio Industrial Commission, (1937-45) and retired from public service in 1947. He died at age 82 in Hagerstown, Maryland.
