US Congressman. Born in Portsmouth, Ohio to a family of attorneys, he himself read law after graduating first from the University of Ohio, then the University of Michigan. Admitted to the Ohio State Bar Association in 1891, he founded his own law practice there, and was elected as Scioto County, Ohio prosecuting attorney in 1896. He served in that role from 1897 to 1902, and after a few years back in private practice, he sought for and received the Republican Party nomination for Representative of Ohio’s 10th Congressional District in 1904. He defeated the Democratic Party candidate handily, winning with over 12,000 more votes. He assumed his seat in the United States House of Representatives in March 1905, and served two terms, ending in 1909. He declined to run for a third term, and after again returning to private practice, he turned to banking and finance, becoming director of several local banks. He remained involved in Republican Party politics, serving as a delegate to the Republican National Conventions in 1924, 1928, 1932, 1936, and 1940. He passed away at age eighty-three in his hometown of Portsmouth in 1950.
