U.S. Congressman. Born in West Fairview, Pennsylvania, he attended the Harrisburg Academy, graduated from the Dickinson School of Law in 1890, as admitted to the bar in 1891 and proceeded to practice law in Carlisle, Pennsylvania. He was district attorney of Cumberland County, (1895-99), county and city solicitor (1900-06), delegate to the Republican State convention in 1910 and to the Republican National Convention in 1912. In 1913, he was elected as a Republican to the Sixty-third Congress, serving until 1915. After his term, he resumed the practice of law and specialized in public-service work, until his death at age 52 in Carlisle, Pennsylvania.
