U.S. Continental Congressman, U.S. Congressman. He graduated from Yale College in 1761, was appointed surveyor of lands for Windham County, in 1764, studied law, was admitted to the bar in 1765 and commenced to practice law in Norwich, Connecticut. He was a member of the Connecticut State House of Representatives (1771-80) and a delegate to the 1st Provincial Congress, 1778. In 1780, he was elected as a Pro-Administration Party member of the Continental Congress, serving (1780, 82-83, 88). He also served on the Connecticut council of assistants (1781-89, 91-92) and served as a member of the Connecticut State Senate, (1781-80, 91, 93). When the new Congress Government went into operation, he was elected to the 1st Congress, serving (1789-91). In addition he was mayor of Norwich, Connecticut (1784-96) and a judge of the Connecticut State Superior Court (1793-98).

Born at Norwich, in Connecticut April 19, 1736. He held various important offices in his native state with reputation and finished a well spent life in this village October 16, 1800 in the 65th year of his age.
