US Congressman. Born in Chattanooga, Tennessee, he graduated from Burritt College in 1871, from the law department of Cumberland University in 1873, was admitted to the bar and commenced practice in Jasper, was admitted to the bar and commenced practice in Jasper, Tennessee. He was a delegate to the Republican National Convention in 1884 and Ohio Attorney General of the fourth judicial district, (1886-94). In 1895, he was elected as a Republican to the Fifty-fourth Congress, serving until 1897. Declining to be a candidate for re-nomination, he resumed the practice of law and was appointed Attorney General of Puerto Rico in 1910 and served until he resigned in 1912. He again resumed the practice of law in Chattanooga, Tennessee, until his death at age 84.
