US Congressman. He moved to the Territory of Dakota in 1882, studied law, was admitted to the bar in 1886, set up a law practice and engaged in the real estate investment business in Pierre, South Dakota. He was a member of the South Dakota State House of Representatives in 1895 and 1897. In 1899, he was elected as a Republican to the Fifty-sixth Congress and to the next three succeeding Congresses, serving until 1907. He was reelected to the Sixty-first, Sixty-second and Sixty-third Congresses, serving (1909-15). He did not seek renomination, was appointed Commissioner of Indian Affairs, Washington, D.C. serving (1921-29), then engaged in the real estate and loan business in Pierre South Dakota.
