U.S. Congressman. Born in Hoquiam, Washington, he moved to Oregon and served in the Student Army Training Corps, during World War I. After the war, he graduated from the University of Oregon, in 1922, was advertising manager of a newspaper in 1923, engaged in the lumber business (1923-25) and was manager of a lumber industry publication, (1926-28). In addition, he was associate professor in journalism at the University of Oregon, (1928-29), publisher of the Roseburg News Review since and served in the Oregon State Senate in 1941. In 1943, he was elected as a Republican to the Seventy-eighth Congress and to the six succeeding Congresses, serving until 1957. An unsuccessful candidate for reelection, he was appointed by President Eisenhower as chairman of the Civil Service Commission, serving (1957-59) and then resumed the newspaper business. In 1975, he relocated to Albuquerque, New Mexico and lived there until his death at age 86.
