US Congressman. He attended Phillips Exeter Academy, New Hampshire, graduated from Harvard University in 1877 and engaged in agricultural pursuits in Newport, Rhode Island. He was a member of the Rhode Island State House of Representatives (1883-85), served in the Rhode Island State Senate (1885-92) and was Lieutenant Governor of Rhode Island, (1892-94). In 1895, he was elected as a Republican to the Fifty-fourth Congress and to the next three succeeding Congresses, serving until 1903. An unsuccessful candidate for reelection, he resumed his agricultural pursuits until his death at age 65.
