US Congressman. He was born in Millersburg, Ohio, to John G. McCulloch and Matilda V. Harpster McCulloch and was educated at local public schools. He later attended the University of Wooster in Wooster, Ohio, and then studied law at the Ohio State University Law School in Columbus, Ohio, and the Western Reserve University Law School in Cleveland, Ohio. In 1903, he was admitted to the bar and relocated to Canton, Ohio, where he commenced to practice. He was named the Assistant Prosecuting Attorney of Stark County, Ohio, and served in that position from 1905 to 1907. On October 24, 1906, he married Helen W. Herbruck in Canton, Ohio, and the couple would have three children, Catherine was born in 1907, Kathryn was born in 1908, and Hugh Herbruck was born in 1912. He then decided to run for a seat in the United States Congress, but was an unsuccessful candidate for election to the Sixty-Third Congress in 1912. He then ran again for a seat in the United States Congress and this time was elected. A Republican, he then served Ohio's 16th District (Sixty-Fourth, Sixty-Fifth, and Sixty-Sixth Congresses) in the United States House of Representatives from 1915 to 1921. He was not a candidate for renomination in 1920. During this time he was also a Candidate in the primary for Governor of Ohio in 1920. After his term in the United States Congress expired on March 3, 1921, he served as Special Assistant Attorney General of the United States from 1922 to 1929. On November 5, 1929, he was appointed as a Republican to the United States Senate to fill the vacancy left by the death of United States Representative and Senator Theodore Elijah Burton and served in that position for more than a year when the term expired on November 30, 1930. The same day he left office a special election was held, but he lost to United States Representative and Senator Robert Johns Bulkley to fill out the remainder of the term. After his time in public service had ended, he returned to the practice of law in Columbus, Ohio. He later moved to Florida. He passed away following a long illness in a nursing home in West Palm Beach, Florida, at the age of 77.
