Born in Germany, the family immigrated to near Sisterdale in Kendall Co, Texas in 1850. (They had another brother Hans L. born in 1850).

He was a Lieutenant in the Kendall County Company of the Hill Country Militia.

Hugo Degener had his back shattered by two bullets at the Nueces River battle. His brother Hilmar was shot in the mouth. Despite their wounds, they continued to fire their weapons and survived the battle, but were unable to withdraw. They were likely executed by shooting in the afternoon of 10 August 1862.
