He was born one of five children (Walter John Eccles Young was born in 1845, Mary Pauline Young was born in 1847, Catherine Ferguson Young was born in 1851, and Anna Caledonia Young was born in 1857), to John James Young and Anna Lacoste Belson Bullock Young in Norfolk, Virginia. He attended local public schools and then attended and was educated at the prestigious St. Mary's Academy in Norfolk, Virginia. He then studied law, but before obtaining his license to practice he engaged in the mercantile business. He had also served subsequently as a Clerk of the Circuit and Corporation Courts of the city of Norfolk, Virginia, for six years. In 1892, he married Helen Cresson Hay and the couple would have five children together (Anna Bradford Young was born in 1896, Helen Cresson Young was born in 1897, William A. Young was born in 1898, Mary McArthur Young was born in 1901, and Farney Young was born in 1909). He served as a Delegate to the Democratic National Convention in 1892. He then decided to run for a seat in the United States Congress and he presented his credentials as a Member-elect to the Fifty-Fifth Congress and won the election. A member of the Democratic Party, he then served Virginia's 2nd District (Fifty-Fifth Congress) in the United States House of Representatives from 1897 to 1898. After his term in the United States Congress expired on April 26, 1898, he was succeeded in office by United States Representative Richard Alsop Wise, who had successfully contested his election and taken his seat. He then stood for election again that same year to the United States Congress and was elected. A member of the Democratic Party, he then served Virginia's 2nd District (Fifty-Fifth Congress) in the United States House of Representatives from 1899 to 1900. After his term in the United States Congress expired on March 12, 1900, he was succeeded by United States Representative Richard Alsop Wise, who once again contested his election and taken his seat. He then served as a Member of the Virginia House of Delegates from 1900 to 1912. After leaving politics, he engaged in real estate and became a successful businessman. He passed away from heart failure on March 12, 1928, at the age of 77, in Norfolk, Virginia, and was buried in the St. Mary's Cemetery in that city. His wife Helen passed away on February 26, 1959, and she is buried near her husband.
