He attended local public schools and then attended and was educated at the prestigious St. Mary's Academy in Norfolk, Virginia. He then studied law, but before obtaining his license to practice he engaged in the mercantile business. A member of the Democratic Party, he then served Virginia's 2nd District (Fifty-Fifth Congress) in the United States House of Representatives from 1897 to 1898. After his term in the United States Congress expired on April 26, 1898, he was succeeded in office by United States Representative Richard Alsop Wise, who had successfully contested his election and taken his seat. He then stood for election again that same year to the United States Congress and was elected. He then served as a Member of the Virginia House of Delegates from 1900 to 1912. After leaving politics, he engaged in real estate and became a successful businessman.
