U.S. Congressman, U.S. Senator. After graduating from the University of Missouri, in 1860, he served as a First Lieutenant in command of the 3rd Missouri Battery, Confederate Army. After the war, he moved to New Mexico Territory, in 1866, studied law, was admitted to the bar in 1867 and commenced to practice law in Las Cruces, New Mexico. He was district attorney of the third district, (1866-68), Territory Attorney General, (1869-72) and was appointed by President Ulysses Grant, United States Attorney for the District New Mexico, serving (1872-78). He served on the Territorial Council, (1884, 88-90) and was elected as a Republican to the Fifty-fourth Congress, serving (1895-97). An unsuccessful candidate for reelection, he was President of the New Mexico Bar Association, again served on the Territorial Council, (1899, 1905) and was Mayor of Santa Fe, New Mexico, (1906-08). Upon the admission of New Mexico as a State into the Union, he was elected as a Republican to the United States Senate, serving (1912-17). After leaving the Senate, he lived in retirement until his death at age 80.
