US Congressman. Educated at the New York College of Physicians and Surgeons, he returned to the Territory of New Mexico and became successful in the stock-raising business. During the Civil War, he served as a Lieutenant Colonel in command of the New Mexico 1st Calvary Regiment, Union Army. After the war, he was elected as a Republican to the Thirty-ninth Congress, serving (1865-67), successfully contested the election of Charles P. Clever to the Fortieth Congress and was reelected to the Forty-first Congress, serving (1869-71). An unsuccessful candidate for reelection, he was president of the New Mexico Territorial Council, district attorney of the second judicial district of New Mexico, (1875-77), president of the New Mexico State constitutional convention in 1889 and New Mexico State Superintendent of public instruction, from 1903 until his death. Chaves was assassinated when shot through a window while dining in the home of a friend.
