Delaware Governor. A successful Delaware farmer, fruit grower, he was elected to the New Castle County Levy Court, serving (1838-46). In 1874, he was elected as a Democrat the 43rd Governor of Delaware, serving until 1879. While in office, he was regarded as a progressive Governor, advocating improvements to the school law and reapportionment of the General Assembly, to more fairly reflect the population of New Castle County. After leaving office, he returned to farming until his death at age 89.
