He was elected to represent Georgia's 5th District in the United States House of Representatives, having won a special election held to fill the seat vacated by the death of Congressman Leslie J. Steele. He served from October 2, 1929 until December 31, 1945, when he resigned his seat to become the Chairman of the United States Civil Service Commission. (bio by: Russ)
