US Congressman. Born in Union Point, Georgia, he was the cousin of Georgia US Representative Mark Anthony Cooper. He graduated from the University of Georgia in 1821, was admitted to the bar and commenced the practice of law in Madison, Georgia, in 1824. He was a member of the Georgia State House of Representatives (1827-30) and served in the Georgia State Senate, (1830-37). In 1839, he was elected as a Whig to the Twenty-sixth and Twenty-seventh Congresses, serving until 1841, when he when he resigned. He was an associate judge of the Supreme Court of Georgia, (1845-53) and a member of the Confederate Provisional Congress secession convention of Georgia, in January 1861, prior to the Civil War. He died at age 67 in Macon, Georgia.
