Massachusetts Governor, U.S. Congressman. He was successful in the shoe and leather business in Missouri and later also in Massachusetts. He was a member of the Massachusetts State House of Representatives (1849 to 1852), served in the Massachusetts State Senate (1860 to 1861), and a member of the Republican National Executive Committee (1864 to 1875). In 1866, he was elected Lieutenant Governor of Massachusetts, serving until 1868, and was elected as a Republican as the 27th Governor of Massachusetts, serving from 1869 to 1872. After his term, he was elected as a Republican to the Forty-fifth and Forty-sixth Congresses, serving (1877-81). Not a candidate for re-nomination, he resumed his former business pursuits, supported philanthropic activities related to the Methodist Church, purchased a farm, and was active in the community of Newton, Massachusetts, until his death at age 86.

He married twice. His first marriage was in 1839 to Nancy (Warren) Harding of Milford, with whom he had a daughter before she died in 1842. The second, in 1845, was to Mary Bucklin of Hopkinton, with whom he had five children, only two of whom survived him. His son Adams Claflin played a major role in the provision of streetcar service to Newton.
