Kentucky Governor. He studied law, was admitted to the bar in 1840, established his legal career and served as attorney Monroe County, Kentucky in 1841. He was a member of the Kentucky House of Representatives (1841-44) and member of the Kentucky State Senate (1851-55, 67-71). When Governor John W. Stevenson resigned from office in 1871, Leslie was appointed as a Democratic the 26th Governor of Kentucky, serving until 1875. During his tenure, legislation was sanctioned that created an educational system for blacks, the sale of liquor was controlled, a geological survey was authorized, the penal system was improved and the testimony of blacks in court was approved. After leaving office, he served as judge of the Glasgow circuit court (1881-86). He also served as the 9th Territorial Governor of Montana (1887-89) and was the U.S. District Attorney of Montana (1894-98).
