U.S. Congressman, New Mexico Governor. Born in White Haven, Pennsylvania, he was involved in the petroleum business and became an independent oil operator in Santa Fe, New Mexico. There he served as the New Mexico State director for the National Recovery Administration, the state director of the Federal Housing Administration and National Emergency Council, plus was a member of the Seventy-fourth, Seventy-fifth and Seventy-sixth Congresses, serving (1935-41). In 1942, he was elected as a Democratic the 13th Governor of New Mexico, serving until 1947. During his tenure, the state tested the atomic bomb near Alamogordo and the state’s economy continued to improve. After his term, he was elected to the Eighty-second and the next three succeeding Congresses, serving from 1951, until his death at age 78 in Washington, D.C.
