U.S. Congressman. Graduating from the University of Nevada, in 1934, he was a school teacher and was a member of the Nevada State Assembly, (1936-42). During World War II, he served in the U.S. Navy, (1942-45). After the war, he was a member of the Reno City Council, (1947-48). In 1949, he was elected as a Democrat to the Eighty-first and Eighty-second Congresses, serving until 1953. He was again elected to the Eighty-fifth Congress and to the next seven succeeding Congresses, serving (1957-73). He was married to the former Geraldine Buchanan, and they had 4 sons: Walter Stephan Baring III, William Robert Baring, John Buchanan Baring, and Thomas Jefferson Baring. He died of heart and lung failure at age 63.
