U.S. Congressman, U.S Senator. Employed by the Central Vermont Railway Company in various capacities (1883-91), he served in the Vermont National Guard, (1888-1900). During the Spanish-American War, he served as Captain in the U.S. Infantry and mustered out commissioned as Colonel on the staff of the Vermont Governor. He later was editor of the St. Albans Daily Messenger, president of the Vermont Press Association, (1904-05) and a member of the commission to prepare and propose amendments to the Vermont State constitution in 1908. In 1912, he was elected as a Republican to the Sixty-second Congress to fill the vacancy caused by the death of David J. Foster, reelected to the Sixty-third and to the next four succeeding Congresses, serving until 1923. He was elected as a Republican to the United States Senate in 1913, serving until his death from complications a hernia surgery at age 60.
