US Congressman. Educated at colleges in Alabama and Georgia, he studied law, was admitted to the bar in 1881 and commenced to practice law in Newnan, Georgia. He moved to Florida in 1884, was city attorney of Bartow, (1885-86), was a member of the Florida State House of Representatives, (1889-91, 1899) and assistant United States Attorney in 1893. In 1905, he was elected as a Democrat to the Fifty-ninth Congress and to the next nine succeeding Congresses, serving until 1925. An unsuccessful candidate for re-nomination, he was appointed by President Coolidge as a Democratic member of the United States Tariff Commission, serving (1928-30) and served as attorney for the Bureau of Internal Revenue, Treasury Department, 1933, until his death at age 76.
