US Congressman. Born in Preston, Lancashire, England, he immigrated to the United States with his parents and settled in Monroe County, Illinois. There he studied law, was admitted to the bar in 1860 and commenced to practice law in Edwardsville. During the Civil War, he served in the Union Army as a 1st Lieutenant and adjutant of the 32nd Regiment, Missouri Volunteer Infantry. After the war, he relocated to Donaldsonville, Louisiana, was clerk of the fourth judicial district court for the Parish of Ascension, was admitted to the Louisiana bar in 1865 and practiced law. He moved to St. Francisville and upon the readmission of the State of Louisiana to Union, he was elected as a Republican to the Fortieth and Forty-first Congresses, serving (1868-71). Not a candidate for re-nomination, he engaged as a planter and merchant in St. Francisville, Louisiana, until he retired in 1913. He died at the age of 82.
