U.S. Congressman. He graduated from the University of Maine in 1877, studied law, was admitted to the bar and commenced to practice law in Skowhegan, Maine, in 1879. He was secretary of the Democratic State committee, (1882-90), Postmaster of Skowhegan, (1896-1900) and a delegate to the Democratic National Conventions (1900, 08, 12). In 1911, he was elected as a Democrat to the Sixty-second Congress, serving until 1913. An unsuccessful candidate for reelection, he resumed the practice of law, engaged in various business enterprises and served as president of the board of trustees of the University of Maine, until his death at age 83.
