U.S. Congressman. He graduated from Port Jervis Academy, 1889, from Albany Law School, 1892 and was a lawyer in private practice. He was an official reporter of the Orange County Board of Supervisors, (1892-930, a member of the New York State Assembly, (1901-02), justice of the municipal court of New York, in 1903 and a member of the United States Immigration Commission, (1907-10). In 1905, he was elected as a Republican to the Fifty-ninth Congress and to the next two succeeding Congresses, serving until 1911. He was again elected to the Sixty-fourth Congress to fill the vacancy caused by the death of United States Representative Joseph A. Goulden, serving until (1915-17). An unsuccessful candidate for election, he served as a delegate to the New York State constitutional convention in 1938. After leaving politics, he as a business executive and later lived in retirement until his death at age 92.
