U.S. Congressman. Born in Blair County, Pennsylvania, he moved to Davenport, Iowa, in 1866, studied law, was admitted to the bar in 1867 and commenced to practice law in Davenport. He moved to Greenfield, Missouri, in 1869, was a member of the Missouri State Senate, (1879-83), Missouri Supreme Court Commissioner, in 1884 and judge of the twenty-second judicial circuit of Missouri, (1886-90). In 1891, he was elected as a Democrat to the Fifty-second Congress and to the next nine succeeding Congresses, serving until his death at age 65.
