United States Marine Corps General. Having graduated from the United States Naval Academy in 1892, he was commissioned a Second Lieutenant in the Marine Corps in 1894. He served in the Spanish-American War (1898) and the occupation of Veracruz (1914), and in 1917 took command of the Third Marine Regiment in Santo Domingo with the rank of Colonel. He was ordered to Haiti in 1917 and in 1922 was promoted to Brigadier General and appointed High Commissioner to Haiti with the rank of Ambassador. He remained in Haiti until 1931, overseeing the improvement of health and sanitation facilities. Promoted to Major General in 1933, he became sixteenth Commandant of the Marine Corps in 1934 and held the post until his retirement in 1936.
